The university has an open enrollment policy. Applications may be submitted at any time. Normally, graduation from a high school or the foreign equivalent is required for admission. Exceptions may be made in rare cases at the sole discretion of the university.

Upon receipt of the application, fees and other data, and a conference with the candidate, a faculty advisor will evaluate the materials and the university will determine what additional work may be required toward graduation. An approximate time frame will also be agreed upon. Once the learning plan is agreed to by both parties, the candidate is considered to be formally enrolled.
